    This airport is the strategic airport and possesses all operation conditions of the civil airport. There is no frequent operation at phase 1 of the airport, so airport facilities can meet basic requirements of taking off and landing of operating aircrafts. Normal operation of large airport can be started at phase 2. In addition, this airport can accept the aircraft flying from Luanda to Amboim Port under the emergency conditions.

    選址原則及主要影響因素
    Principle of Site Selection and Main Considerations
    機(jī)場(chǎng)場(chǎng)址的選擇和確定，是一項(xiàng)復(fù)雜的系統(tǒng)工程。在滿足空中安全運(yùn)行條件的前提下，要盡量使地面投資最省。場(chǎng)址選擇牽涉到地形條件、供電供水等市政設(shè)施條件、環(huán)保、工程地質(zhì)、水文地質(zhì)、地面交通、氣象條件等諸多因素。
    It is a complicated work to select and determine site of airport. In addition to meeting requirement for safe air operation, it’s necessary to keep ground investment as low as possible. Site selection covers many factors such as topographic condition, municipal facility conditions of power &water supply, environment protection, engineering geology, hydrogeology, ground traffic and weather condition.  
    本次機(jī)場(chǎng)場(chǎng)址選擇主要遵循以下原則：
    Site selection mainly uses the following principles:
    （1）機(jī)場(chǎng)場(chǎng)址滿足使用方的要求；
    （1）The site should meet user’s requirement; 
    （2）機(jī)場(chǎng)凈空、空域及氣象條件能夠滿足機(jī)場(chǎng)安全運(yùn)行的要求；
    （2）Airport clearance, air space and meteorological condition meet requirement for safe operation;
    （3）機(jī)場(chǎng)場(chǎng)址與當(dāng)?shù)爻擎?zhèn)距離適中、銜接合理；
    （3）Site of airport is located in a moderate distance from local towns and connects reasonably with them;
    （4）場(chǎng)址建設(shè)地應(yīng)能滿足機(jī)場(chǎng)近期建設(shè)和遠(yuǎn)期發(fā)展的需要；
    （4）Site construction should meet requirement for recent construction and long-term development of airport;
    （5）場(chǎng)址應(yīng)盡量避開當(dāng)?shù)刂匾髽I(yè)、社區(qū)和居民區(qū)；
    （5）The site should keep away from local important enterprises, communities and residential areas where possible;
    （6）場(chǎng)址建設(shè)用地范圍內(nèi)工程地質(zhì)、水文地質(zhì)和電磁環(huán)境相對(duì)較好，地形、地貌相對(duì)簡單，土石方工程量相對(duì)較少，滿足機(jī)場(chǎng)工程的建設(shè)要求；
    （6）Within construction land scope, engineering geology, hydrogeology and electromagnetic environment should be relatively good; topography and relief should be relatively simple; earthwork should be relatively less; construction requirement of airport project should be met;
    （7）場(chǎng)址具備建設(shè)機(jī)場(chǎng)通信、導(dǎo)航設(shè)施的條件；
    （7）The site should be suitable for the construction of airport telecom and navigation facilities; 
    （8）機(jī)場(chǎng)場(chǎng)址盡量具備建設(shè)供電、航油、供水、供氣、通信、道路、排水等設(shè)施系統(tǒng)的條件；
    （8）The site should be suitable for the construction of facilities and systems of power supply, aviation oil, water supply, gas supply, telecom, road and water drainage where possible;
    （9）所選場(chǎng)址滿足生態(tài)、環(huán)境保護(hù)要求；
    （9）The site should meet ecological and environmental requirement;
    （10）工程投資經(jīng)濟(jì)合理。
    （10）Project investment should be economical and reasonable.
